Unable to setup monitor to display more than 16 colors due to display hardware.
Cause:
Video display card or monitor may not support SVGA resolution.
Solution:
View current color and pixel resolution settings. Change the display resolution to 256 colors at 640 by 480 pixels. If your computer cannot use the 256 colors at 640 by 480 pixels resolution setting, the computer's display hardware is incapable of SVGA resolution.
1) Open the 'Display' icon

2) Click on the 'Settings' tab, and read the resolution setting from 'Color Palette' and 'Desktop Area' groups.

NOTE: To run Windows in more than 16 colors requires both a SVGA card and display monitor. Only a SVGA card with at least 512K of video memory is capable of displaying the Windows Desktop in more than 16 colors at a 640 by 480 pixels resolution. The monitor resolution and the amount of video memory on the SVGA card will determine the highest color resolution possible at a specific pixel resolution. (i.e., A SVGA card with 1MB of video memory can display twice as many colors at 800 by 600 pixels than a SVGA card with 512K of video memory can.) Please refer to the video card and monitor user manuals for technical specifications or contact next-level support.
3) If your video card and monitor are capable of 256 color or higher in at least 640 by 480 pixels resolution, select a new color resolution from the 'Color Palette' combo box, select the desired pixel resolution, and click 'Apply'.
NOTE: Initially choose 256 color resolution at 640 by 480 pixels. This is the minimum standard SVGA resolution setting for Windows 95. Windows will require the system be restarted for the new color resolution (i.e., 16 color to 256 color) to take effect. Changing the pixel resolution (i.e., 640x480 to 800x600) does not require restarting Windows for the change to take effect.
4) If the color and pixel resolutions selected cannot be supported on your computer and the screen has become blank or distorted, restart Windows 95 in Safe Mode and select different color and pixel resolutions and then restart the computer
5) Repeat steps 3) and 4) until the you have selected a color and pixel resolution that is supported by your computer.
6) If you cannot select the color and pixel resolution pair to 256 colors at 640 by 480 pixels, the monitor or video card does not support SVGA resolution.
